1. Legislation

This document addresses the requirement of the EU for an "assessment of safety for human
health" of finished cosmetic products (Directive 93/35/EEC, Article 7a, subsection 1d) by
considering the general toxicological profile of the ingredients and an assessment of the final
product.

2. Company Policy

The product and its ingredients have also been assessed to ensure compliance with company
policy requirements for product safety assessment.

3. Product Composition

Company policy requires that, at the least, cosmetic grade materials (where available) are
used.



Panthenol D-Panthenol RM: 0182

Panthenol (Pro Vitamin B5) is the alcohol analogue of Pantothenic Acid (Vitamin B3) and
has been widely used up to a maximum level (Frame Formulation) of 10% as a conditioning
agent for hair and skin for many years. It is also used as a food additive. A CTFA Cosmetic
Ingredient Review Expert Panel has reviewed the toxicity of Panthenol and considered it safe
to use up to levels of 25% in this and all other cosmetic products. (JACT 6 (1) 139-62, 1987).


Sodium Hydroxide Sodium Hydroxide RM: 0212

Moderately toxic by ingestion, poisonous by the IP route in animals, this corrosive eye and
skin irritant is used as a pH control agent in cosmetics, pharmaceuticals and foods at such
very low concentrations that it can be considered safe in this product.


PEG-40 Hydrogenated Castor Oil Cremophor RH40 RM 0419

This polyethylene glycol derivative of hydrogenated castor oil is used as an emulsifying or
solubilising agent in a wide variety of cosmetic products, typically at concentrations up to 5%.
It is also used in a range of pharmaceutical forms and in food-contact applications. A CTFA
Cosmetic Ingredient Review Expert Panel has reviewed the toxicity of PEG-40 Hydrogenated
Castor Oil and considered it safe for use in this and all other cosmetic products at a
concentration of 100% (IJT 16(S1), 269 - 306, 1997).
PEG-12 dimethicone Dow Corning (R) 193 RM: 0571

PEG-12 dimethicone surfactants are silicone glycol copolymers which act as non-ionic
surface tension depressants, wetting agents, emulsifiers and foam builders in a wide variety of
cosmetic and personal care products, including hair sprays, shampoos, conditioners, skin care
lotions, at concentrations ranging from 0.1 - 10%. Essentially non-toxic, it is not significantly
irritating to the eye and skin. A CTFA Cosmetic Ingredient Review Expert Panel has
reviewed its toxicity and considered it to be safe as a cosmetic ingredient at a maximum
concentration of up to 10%. Clinical trials showed it to be neither a primary skin irritant or
sensitiser. (JACT 1(4), 33-54, 1982).


Uvinul MS 40 Benzophenone-4 RM 0622
Uvasorb S5

A substituted derivative of 2-hydroxybenzophenone, Benzophenone-4 is used as a UV-A and
B absorber in sunscreen products, hair sprays and shampoos, and as a light stabiliser for
coloured products. In the EU the Cosmetic Products (Safety) Regulations 2003 allow it to be
used as a UV filter at a maximum level of 5%. A CIR Expert Panel, on reviewing toxicity
data, has concluded that it is safe to use as a cosmetic ingredient up to levels of 5% for
topical applications in all cosmetic products, including this one. It is practically non-toxic,
non-irritating to the eyes, and minimally irritating to the skin of animals; whereas human
studies showed it to be mildly irritating and sensitizing at concentrations greater than those
used in cosmetics. (JACT 2(5), 35-77, 1983). It is approved for use by the FDA as a safe and
effective OTC sunscreen ingredient up to a maximum concentration of 10%. It is approved
for use in Japan. The data support the level and use in this product.


Steardimonium hydroxypropyl hydrolyzed wheat protein 26%Hydrotriticum QS
RM: 0793

This antistat, film forming conditioner for hair and skin care products is used at 1-5%. It is
anticipated to be non-toxic by oral and dermal routes, slightly irritant to the skin and an eye
irritant. With limited toxicological data available, the low level of use justifies its use in this
product.


Glycerin RM: 1087

The polyhydric alcohol, glycerin, has a long history of use as an emollient and conditioning
agent in cosmetic products at maximum levels of 50%. It is also used as an active ingredient
in external and internal drug products and is a permitted food additive. It is FDA approved for
ophthalmics, orals, parenterals, dentifrices, imtermuscular injectables and rectals. Glycerol is
safe for us in this product.

Amodimethicone 35% DC 939 RM: 1105
Trideceth-12 3%
Cetrimonium chloride 0.9%

This cationic silicone emulsion of aminopropylaminoethyl polysiloxane, containing trideceth-
12 and cetrimonium chloride is used as a conditioner, film-former and fixative in hair care
products. It is a skin and eye irritant. Aerosols have a high potential for inhalation toxicity,
and exposure must be avoided when spraying alone or in mixtures. The data justify the use
and level in this product.
Amodimethicone 35% DC 939 RM: 1105

The silicone polymer end-blocked with amino functional groups is used as a hair
conditioning agent at concentrations up to 15%. A CTFA Cosmetic Ingredient Review Expert
Panel has reviewed the toxicity of Amodimethicone and considered it to be safe as a cosmetic
ingredient at a maximum concentration of up to 3% (CIR Final Report 2/00). The panel
considered that it would not be significantly absorbed into the skin because of its large
molecular weight. Concerns over inhalation were alleviated as manufacturing processes for
cosmetic formulations produce particle size distributions that are not significantly respirable.
The data justify the use and level in this product.

Trideceth-12 3% DC 939 RM: 1105

The PEG ether of tridecyl alcohol, Trideceth-12 is a non-ionic emulsifier and surfactant in
cosmetics, which is also used as a defoamer in food contact and packing materials. There is
limted toxicological data available but its very low level justifies its use in this product.

Cetrimonium chloride 0.9% DC 939 RM: 1105

The quaternary ammonium salt Cetrimonium chloride has long been used as a hair
conditioner, an emulsifier, emollient, surfactant, bactericide, odor inhibitor, inter alia, in
personal care products up to levels of 10%, and in pharmaceutical and food products. When
used as a preservative, the UK The Cosmetic Products (Safety) Regulations 2003 limit its use
to a maximum of 0.1%. in all products. A CTFA Cosmetic Ingredient Review Expert Panel
has reviewed the toxicity of Cetrimonium chloride and considered it safe for use in rinse-off
products; but is safe only at concentrations up to 0.25% in leave-on products. It produced
dermal irritation and sensitisation and ocular irritation, but mutagenic and teratogenic tests
were negative. Concentrations up to 0.25% produced no sensitisation, and 0.1% was non-
irritating to rabbits' eyes but a concentration of 0.5% caused mild irritation. (IJT 16 (S1) 195-
220, 1997). It is FDA approved for topical applications. The data justify the use and level in
this product.


VP/Dimethylaminoethylmethacrylate copolymer Copolymer 845 RM 1703

The polymer of vinylpyrrolidone and dimethylaminoethylmethacrylate monomers is used as an antistat,
binder, stabiliser, film-former and conditioner in cosmetic hair and skin products and in topical
pharmaceuticals. A CTFA Cosmetic Ingredient Review Expert Panel has reviewed the toxicity
of the Acrylates Copolymer group and considered them safe for use in cosmetic products,
when formulated to avoid skin irritation (CIR Final Report 12/99). Animal studies have
shown it to be non-toxic by the oral route, a mild eye and minimal skin irritant. The data
support the level and use in this product.


Aqua 49% Sea Care RM1817
Propylene glycol 49%
Chondrus Crispus (Carrageenan) extract 1%

The hydroglycolic extract of red seaweed, Chondrus Crispus (Carrageenan), is used as a
moisturiser and conditioner at a recommended level of 3% in hair and skin care products.
Non- irritant to the eyes and skin, there is very limited toxicological data available, with much
of the toxicological studies on seaweeds concentrating on the suspected potential of
phycocyanin found in blue-green algae of being allergenic and of causing dermatitis. The
limited data and very low level of use in this product justifies its safe use.
Chondrus Crispus (Carrageenan) extract 0.5% Sea Care RM1817

The red algae Chondrus Crispus (Carrageenan) is used as an emollient in cosmetics and as a
thickening agent, binder and gellant in food, cosmetics and pharmaceuticals at 1-5%. It is
FDA approved for use in orals and topicals; and is approved for use in Japan. Concerns about
the posssible promotion of colon cancer have been alleviated by a Joint FAO/WHO
Committee who after reviewing all the toxicology and carcinogenic studies on Carrageenan
has classified Carrageenan as a food additive ADI (acceptable daily intake) "not specified",
the most favourable ADI for a food additive. The data justify the level and use in this product.

Propylene glycol 49% Sea Care RM1817

An aliphatic dihydric alcohol, propylene glycol is used as an extractant, solvent, conditioning
agent and humectant in thousands of cosmetic formulations. A CTFA Cosmetic Ingredient
Review Expert Panel has reviewed the toxicity of Propylene Glycol and considered it safe to
use up to levels of 50% in this and other cosmetic products (JACT 6 (1); 23-51, 1987). The
imposition of an upper limit was considered necessary because of the potential for skin
irritancy and sensitization. It is also used in food applications and as a solvent in
pharmaceutical preparations. In the US it is FDA approved for orals, parenterals, topicals and
it is approved with limitations in Japan.


Dimethicone bisamino Silsoft A-553 RM 2080
hydroxyethyldihydroxypropyl copolyol

Although there is very limited data available on this copolymer, the manufacturers do not
expect any adverse effects associated with its use. Prolonged contact may cause irritancy to
the skin and mild eye irritancy. Skin contact may aggravate existing dermatitis with repeated
overexposure causing allergic skin reaction


Phenoxyethanol 77% Euxyl K702 RM 2127
Benzoic acid 15%
Dehydroacetic acid 8%

A synergistically acting preparation based on phenoxyethanol, benzoic acid and
dehydroacetic acid, Euxyl K 702 is used as a preservative in cosmetics. It has a broad, balanced
spectrum of effect against bacteria, yeasts and mould fungi.and is used at recommended levels of
0.1 - 0.6% in formulations up to pH 6 in creams, lotions, suncare products, shampoo and bath
products. The EU Cosemtics Directive allows its use at a maximum level of 1.35%. Animal
studies have shown it to be an eye irritant, a non-irritant to the skin, and moderately skin
sensitising. The data justify the use and level in this product.

Phenoxyethanol 77% Euxyl K702 RM 2127

Phenoxyethanol is an aromatic ether which is used in cosmetics as a preservative at
concentrations below 1% and a fixative for perfumes. A CTFA Cosmetic Ingredient Review
Expert Panel has reviewed the toxicity of Phenoxyethanol and considered it to be safe as a
cosmetic ingredient at a maximum concentration of up to 5% (JACT 9(2) 259-277, 1990).
The Cosmetic Products (Safety) Regulations 2003 1996 limit its use to a maximum
concentration of 1.0% in this and all other cosmetic products. It is also used in
pharmaceuticals and in food packaging applications. It is approved for use in Japan, with a
maximum concentration of 1%. The data justify the use and level in this product.
Benzoic Acid 15% Euxyl K702 RM 2127

The aromatic acid, Benzoic Acid, is used as a preservative in cosmetics, pharmaceuticals and
foods. The Cosmetic Products (Safety) Regulations 2003 1996 limit its use as a preservative
to a maximum concentration of 0.5% in this and all other cosmetic products. A CTFA
Cosmetic Ingredient Review Expert Panel has reviewed the toxicity of Benzoic Acid and
considered it to be safe as a cosmetic ingredient at a maximum concentration of up to 5%.
Insufficient data was available to justify its use in products which could be inhaled. Clinical
data showed that a 2% solution produced non-immunologic contact urticaria, which should be
considered when formulating products designed for use by infants and children. Benzoic acid
was not a sensitiser at 2%. (IJT 20 (Suppl 3) 23 - 50, 2001). Animal studies have shown it to
have low acute oral and dermal toxicity. Application of benzoic acid to the skin has caused
irritation and allergic actions in humans, to whom it is also an eye irritant. In the US it is FDA
approved for orals, rectals and topicals and limited to 0.1% in foods. In Japan its use is limited
to 0.2%. The data justify the use and level in this product.

Dehydroacetic acid 8% Euxyl K702 RM 2127

This cyclic ketone is used as a preservative in cosmetics at levels at or below 1%. It is also
used in pharmaceutical and food applications. The Cosmetic Products (Safety) Regulations
2003 1996 limit its use as a preservative to a maximum concentration of 0.6%; although it
may not be used in aerosol dispensers. A Cosmetic Ingredient Review Expert Panel has
reviewed the toxicity of Dehydroacetic Acid and considered it to be safe as a cosmetic
